At a meeting between
Chiefs of Staff in Izumo yesterday SAGRES case was again
Japanese memorandum of May 25th a copy of which
discussed.
is being sent you contains inter alia a paragraph enumerating
certain points and requests definite proof that SAGRES had
been engaged in peaceful trade and navigation as a step to
preliminary settlement of this case. Answers were requested
to these points, the Japanese saying case was being dealt
with by Bakchol authorities outside Naval jurisdiction, that
they did not themselves know the answers (nor apparently did
Bakchol), and that they wished to expedite a settlement.
They were informed verbally of answers, which they were told
had been transmitted to Tokyo and N.L.0. has since been
instructed to bring your despatch 206 to H. M. Ambassador,
Shanghai and Commodore Hong Kong's telegram 1714 of May 17th to
Oicyr's notice, these documents contain answers to points
mentioned in Japanese memorandum.
A very strong point was made of the fact that my personal

assurances to Oicyr, again repeated at our meeting, had been
ignored, and in a letter to him through Naval Adviser I have
cordially requested him in view of these assurances to use his
personal influence to bring this case to an early and
satisfactory conclusion.
